Cooper is an Associate Director at Social Finance, where he has spearheaded the design of outcomes-based and blended finance products across sectors like agriculture, modern energy, education, and health. Leading the People & Planet strategy, he focuses on leveraging innovative finance for positive environmental and social outcomes, especially in the clean cooking sector.

Cooper has collaborated with the Clean Cooking Alliance and IFC to monetise carbon and SDG outcomes in modern energy and agribusiness. He collaborated with FCDO’s Frontier Technology Hub on exploring the enabling conditions for technology-enabled outcomes-based initiatives and led the World Bank’s first Development Impact Bond for Palestinian youth employment. His advisory work includes exploring outcomes-based approaches with the Danish Refugee Council in Turkey and Jordan and assessing new funding models for refugee resettlement with the International Rescue Committee’s Airbel Centre.

From 2020 to 2021, Cooper was the Director of Conservation Finance & Enterprise at Fauna & Flora International, where he mobilized innovative finance for climate and biodiversity co-benefits. He also held a non-executive directorship at Wefarm, aiding smallholder farmers in East Africa, and provided strategic support to UK charities on earned-income programming. Cooper holds an MBA from Cambridge University and an MA from Harvard University.
